What does "held by customs" mean for a Bangladesh EMS item?

It means the destination country's customs authority is inspecting the item and assessing any duty or tax before release. This is a normal processing step, not a sign the parcel is lost. If duty is owed, the recipient is usually contacted to pay it; once cleared, the status moves to customs cleared and then out for delivery.
