Will I have to pay customs or VAT on a parcel?

Since the EU's 2021 VAT reform, most small-value commercial parcels entering Romania are treated as e-commerce items and carry VAT, except for genuine gifts marked as such in the electronic customs message. Romania also collects taxes on low-value imports at entry, and Poșta Română is one of the operators required to apply these charges, so tracking may pause at Vămuire (customs) until the amount is settled.
