Why does my tracking show events from a different postal service?
International parcels change hands. The operator that accepted the item carries it only as far as its office of exchange, hands the sealed receptacle to whoever runs the next leg, and every event recorded after that point comes from the organisation holding the parcel that day. The 13-character number issued at posting stays valid throughout, which is why an item posted with one national operator can show arrival, customs and delivery events branded by another. A name in the timeline that the sender never dealt with is a record of the handover, not evidence that the parcel went astray.
The office of exchange, and why the last origin scan is a departure
Designated operators in the 192 member countries of the Universal Postal Union dispatch and receive international mail through offices of exchange, and those facilities are the boundary at which the scanning operator changes. Items leaving a country are sorted by destination, closed into receptacles, listed on a dispatch and handed to an airline or a road contractor. Items arriving are received against that same dispatch by the operator of the destination country.
The last event the origin operator can record for an outbound item is therefore a departure from its outward office of exchange. The first event the destination operator can record is an arrival at its inward office of exchange. Between those two events the parcel is in the custody of a carrier that produces no customer-facing scans at all, which is why the timeline usually goes quiet at exactly the moment the brand is about to change.
The two operators do not share a tracking database. They exchange standardised EDI messages: PREDES and RESDES at dispatch and consignment level, and item-level event messages for individual barcoded items. Each operator publishes the events it holds, so the same number can show a different last event on two websites for a few hours after a handover.
The ten events operators exchange, and which one records each
The minimum set of item-level events that designated operators exchange under the UPU EMSEVT V3 message runs to ten codes, and which operator produces each is fixed by where the event physically happens (EMS Cooperative, EMSEVT V3 specification). Three of the ten belong to the origin side. The remaining seven, including customs handling and final delivery, are recorded by the operator in the destination country.

Read as a sequence, the table explains the pattern most people notice. Everything up to EMC carries the sending operator's name. Everything from EMD onward carries the receiving operator's name, in the receiving country's language, formatted the way that operator formats its own domestic events. Nothing about the item changed at that point except who was holding it.
Reading the operator behind a scan: the country suffix and the six-character facility code
Two identifiers inside a tracking record name the operators involved. The first is the item number: a UPU S10 identifier is 13 characters long, built from a 2-letter service indicator, an 8-digit serial number, 1 check digit and a 2-letter ISO country code identifying the operator that issued it. That suffix does not change at the handover, so the number keeps naming the origin operator while the destination operator produces all the events. The shape of a tracking number and the meaning of the letters at the start of it make that origin visible at a glance.
The second identifier is the IMPC code, the six-character reference the UPU assigns to each international mail processing centre. It opens with the two-letter ISO code of the country the centre sits in, so an event quoting a facility code that starts with a different country than the sender's is the receiving country's gateway. Operators that print these codes in their public event text make the handover legible without any further lookup.
Neither identifier is reissued at the border. The destination operator sometimes generates a second, domestic number for internal routing, but the S10 number remains the one the sender, the seller and the marketplace hold.
Why a parcel can enter the network in a country it was never posted from
Postal operators run offices of exchange outside their own borders, a practice the UPU Congress returned to in 2021 when it asked member countries to develop national rules for them. These facilities are known as extraterritorial offices of exchange, or ETOEs.
"Offices or facilities established for commercial purposes and operated by designated operators or under the responsibility of designated postal operators on the territory of a member country or territory other than their own, with the objective of drawing business in markets outside their respective national territory." The practical effect is that a seller can tender a shipment to an operator based in another country entirely. The item enters the mail stream from wherever that office stands, so the earliest events name a country the seller never shipped from, and the number can carry that country's ISO code rather than the seller's. A parcel bought from a merchant in one country and first scanned in a neighbouring one is the normal output of this arrangement, not a routing error.
When a commercial carrier hands the parcel to the post for the last mile
DHL eCommerce hands its United States deliveries to the Postal Service for the final mile under an agreement worth well over 10 billion USD, announced on 28 May 2026. The division sorts and moves the volume on its own network, then injects it into the postal network close to the recipient.

The same release puts the receiving network at more than 41,550 ZIP Codes and more than 170 million delivery points served six days a week, which is the reason such arrangements exist: the postal operator already stops at every address. For the recipient, the visible consequence is a timeline that opens under one brand and closes under another, and a parcel that arrives on a USPS route despite a label that reads DHL. The time-definite DHL Express division is a separate business that delivers with its own drivers, so a scan pattern which switches operators points to the economy product rather than the express one.
Arrangements of this shape are ordinary in every large market. A carrier that is efficient over long distances is rarely the cheapest option for the last kilometre, and the operator carrying a universal service obligation already visits every address on its round.
Consolidators and resellers behind a single label
Asendia, launched in 2012 as a joint venture between La Poste and Swiss Post, moves cross-border e-commerce volume to more than 200 countries and territories through "final-mile delivery partners accessing over 200 destinations across the globe" (Asendia). It is one of several consolidators that buy access to national postal networks in bulk and resell it to merchants under their own brand.
A consolidator sits between the merchant and the postal network at both ends. It collects from warehouses, builds its own dispatches, flies or trucks them, and tenders them to a partner operator in the destination country. The checkout page may name the consolidator, the marketplace shipping programme, or nothing at all, while the events come from whichever partner is holding the parcel. Orders placed through large marketplaces such as AliExpress, Shein and Temu are routinely handled this way, which is how a single order produces events under three names before it is delivered.
Resellers add one more layer. A reseller holds a contract with a carrier or an operator and sells capacity on it, so the brand printed on the label can belong to a company that never touches the parcel. The operator scanning it is still the one physically holding it.
How long the quiet stretch between the two operators lasts
Australia Post quotes 5-8 business days for International Standard parcels to its fastest destinations and 20-25 business days to its slowest, across a network of 220+ destinations (Australia Post). Those figures are estimates and exclude time in customs, and comparable ranges apply to standard tracked services from other operators. The interval between the departure event and the destination operator's first arrival event sits inside that range and covers the flight or sailing, the ground legs at both ends and the queue at the receiving gateway.
A stretch of several days with no new event is the expected shape of an international timeline rather than a fault, and it is longest on economy and surface products, where sea legs are measured in weeks. Tracked air services on short routes can move from departure to arrival in 2 or 3 days. The status displayed during the gap is usually a generic one, and an in transit line means precisely that: no operator has recorded anything newer.
What a foreign operator's scan does not prove
A scan from an operator the sender never dealt with carries no information about who owns the item, because the 13-character number is unchanged and the event was produced by whoever held the parcel. Four readings of it are wrong often enough to be worth naming.
- It does not mean the number was reissued. The S10 identifier is assigned once, at posting, and travels with the item through all ten exchanged events.
- It does not mean the parcel was rerouted to the wrong country. The operator producing arrival events is the designated operator of the delivery country, so its appearance confirms the destination rather than contradicting it.
- It does not confirm a customs charge. Customs handling has its own codes, EDB and EME, and neither is implied by a change of operator.
- It does not mean the origin operator can see more. The sending operator holds only what its counterpart sends by EDI, so its website can lag the destination operator's own site.
Who to contact after the handover, and who cannot help
An inquiry about an international item belongs with the operator that accepted it, not the one delivering it. USPS restricts its international inquiry process to the sending customer and sets the filing window at no sooner than 7 days and no later than 6 months after mailing for Priority Mail International and registered items, narrowing to 3 days and 90 days for Priority Mail Express International and 3 days and 30 days for Global Express Guaranteed.

Designated operators apply the same principle in the other direction. A recipient whose parcel stalls after arriving in the destination country can ask the receiving operator about its own events, but a formal search, an indemnity claim or a request to the counterpart operator has to be opened by the sender with the operator that issued the number. For a marketplace purchase, that sender is the merchant or the shipping programme, not the buyer.
The practical split is straightforward. Questions about a delivery attempt, a redelivery or a local collection point go to the operator whose brand appears on the most recent events. Questions about a parcel that never arrived, an indemnity, or an item missing between the two offices of exchange go to the sender, who raises them with the operator that accepted the item.
How this differs from a lookup that returns someone else's parcel
A handover and a mismatched lookup produce different symptoms: after a handover the 13-character number is unchanged and the events form one continuous chain, while a mismatched lookup returns a timeline with no connection to the sender's route at all. The table separates the cases that are commonly confused.
