Why is my tracking number not found or showing the wrong shipment?

A number that returns nothing and a number that returns a stranger's shipment are two different faults with two different fixes. Nothing found means the number is not in the database being searched: no operator has scanned the item yet, the string came from an order confirmation rather than a carrier label, a character was mistyped, the search was run on the wrong operator's tracker, or the record has aged out, which happens 120 days after posting for non-signature items at USPS.

A result that plainly belongs to someone else points at recycling instead. UPU standard S10 permits a postal operator to reissue an identifier once 12 calendar months have passed, so a serial that once carried a parcel to Lisbon can come back attached to an unrelated item.

Where the number comes from, and who guarantees it is unique

Every trackable international postal item carries a 13-character identifier issued under the authority of a single organization per country, as specified by UPU standard S10. The structure is fixed: two alphabetic characters for the service indicator, eight digits of serial number, one check digit, then the two-letter ISO 3166-1 code of the country whose authority issued it. The standard describes the pattern as A2-N9-A2.

The serial number is exactly eight digits, so every value from 00000000 to 99999999 is valid and each service indicator gives a country 100 million serials to spend. Uniqueness is administrative rather than global. Identifiers ending in a given country code are issued only under the authority of the organization assigned by that UPU member country, and the UPU has 192 member countries, so the same nine digits can legitimately exist under several different country codes at once.

Courier numbering is a separate system with no shared rules. DHL states that its tracking numbers run between 10 and 39 characters depending on the product, and FedEx and UPS maintain their own schemes again, so length alone proves nothing. The pattern does: what a tracking number looks like is the fastest way to tell a postal identifier from a courier number or from something that is neither.

The life cycle of a number, from issue to reuse

A number is searchable only between the moment an operator loads it and the moment the record ages out, and both ends of that window produce the same empty screen. Most "not found" results come from one of the two ends of the table below rather than from a lost parcel.

The posting date is what separates the two empty stages. A number issued this week that shows nothing is early; a number from last spring that shows nothing has almost certainly expired out of the public system.

The 12-month floor that puts someone else's parcel on the screen

S10 sets a minimum of 12 calendar months before an identifier may be used again, and recommends double that.

The organization assigned by the UPU member country shall manage the issue and use of S10 identifiers, among all the operators under the authority of that UPU member country, in such a way as to ensure that no S10 identifier is reused within a period of 12 calendar months. A period of 24 calendar months, or longer, is recommended.

Twelve months is a floor, not a promise of freshness. With 100 million serials per service indicator, a high-volume operator works through a range and comes back to the start, and the same standard permits an operator to hand a serial range to an individual customer as long as that customer respects the same 12-month interval. Nothing in the standard requires the older record to be deleted first.

The test takes seconds. Compare the event dates on screen with the date the item was actually posted: a delivery scan that predates the order belongs to the previous holder of that serial. Service indicator codes in the ranges reserved for domestic, bilateral and multilateral use, among them BA to BZ, DA to DZ, NA to NZ, PA to PZ and ZA to ZZ, sit outside universal assignment altogether and are governed by national rules, which is why domestic numbers recycle on their own schedules.

What the check digit catches, and what slips past it

The 11th character of an S10 identifier is a check digit computed over the eight serial digits with the weights 8, 6, 4, 2, 3, 5, 9 and 7, a scheme the standard calls weighted modulus 11. The weighted values are summed, divided by 11, and the remainder subtracted from 11: for serial 47312482 the sum is 200, the remainder is 2, and the check digit is 9, giving 473124829.

The standard describes the digit as supporting "the detection of substitution and transposition errors which can occur during data capture", which is exactly the class of mistake a person makes reading a label aloud or copying it by hand. One wrong digit, or two digits swapped, normally produces a string that fails validation outright instead of resolving to a real but different shipment.

Three kinds of error slip past it. The check digit covers only the 8 serial digits, so a mistake in the 4 alphabetic characters is invisible to it. A capital O typed for a zero, or an I for a 1, breaks the A2-N9-A2 pattern rather than failing the arithmetic, and many trackers report that as "not found" without explaining why. A trailing space picked up by copy and paste does the same. And a number that is entirely valid but simply belongs to another shipment passes every check there is.

References that will never resolve on a carrier tracker

Order confirmations routinely quote an order id, an invoice number, a payment reference or a marketplace transaction id, none of which exist in any carrier system. A postal identifier is always 13 characters in the A2-N9-A2 pattern, and courier numbers, at 10 to 39 characters, are still made only of letters and digits. Anything containing a hash symbol, a hyphen block, or a run of more than 15 digits is a reference the seller invented for its own systems.

Marketplace parcels compound this, because the seller's dashboard, the marketplace order page and the carrier label can each show a different string for the same box. The one that tracks is the one printed under the barcode on the label. The difference between an order number and a tracking number matters most in the first 48 hours after a purchase, when the order id exists and the carrier number does not yet.

A number that is genuinely too new to be in the system

DHL asks customers to wait a full day before treating a missing shipment as a fault.

The gap exists because a tracking number is created by the shipper and activated by the carrier, and those are separate events. USPS begins tracking as soon as the sender or a shipping partner notifies it electronically that a package is coming, which can be days before the item is handed over. Australia Post describes its first customer-visible status as the point at which an item has been posted by the sender and processed through its sorting facilities.

Merchant batches make the wait longer than 24 hours in practice. A label printed on Friday afternoon for a Monday collection has no acceptance scan for 3 days, and the number returns nothing for that whole period even though the parcel is sitting on a pallet exactly where it should be.

Retention windows, and the day a working number stops working

USPS limits access to tracking information for non-signature items to 120 days, and keeps signature items available for 2 years. Paid extension is the reason those figures are published: USPS Tracking Plus sells retention of 6 months, 1 year, 3, 5, 7 or 10 years for domestic products, and up to 7 years for international ones. The unpaid default is the shorter window, and when it closes the number stops resolving.

Canada Post treats the same expiry as an ordinary outcome rather than an error.

Check that a valid tracking number was entered. If the number is valid and there's no information, it's possible that the tracking information could no longer be displayed.

Most operators publish no retention figure at all, so the only safe assumption is that a delivered item's record is temporary. Anyone who needs proof of delivery for a warranty, a chargeback or an insurance claim should save the page while the record is live, because a screenshot taken on day 100 is worth more than an enquiry on day 400.

Searching on the wrong operator's tracker

The 2-letter service indicator identifies the product, not the company: EA to EZ is EMS, RA to RZ registered letter post, LA to LZ tracked letter post, CA to CZ parcel post and VA to VZ insured letter post. It says nothing about which website holds the record, which is why the same number can be "not found" on one operator's site and fully populated on another's.

The final two letters are a weaker clue than they look. They carry the ISO 3166-1 code of the country under whose authority the identifier was issued, and S10 warns that extraterritorial offices of exchange issue numbers under their home country's code, so the code "cannot be used as a reliable indicator of the geographic origin of an item". The letters at the start of a tracking number narrow the product; the destination operator's site is usually the one that holds the delivery scans.

Where a number does resolve but the events come from an operator nobody chose, the record is normally correct and the parcel has simply changed hands: tracking that shows events from a different postal service covers that case, and it is not a failure of the number.

Symptoms, causes and the test that separates them

Four inputs settle almost every case: the posting date, the age of the number, the pattern of the string, and whether any events at all are shown. The table maps what appears on screen to the cause and the one check that confirms it.

What an empty result does not tell you, and who to ask

An empty result is a statement about a database, not about a parcel. A record that passed the 120-day mark vanished on a schedule set years in advance, and a number in its first 24 hours has no events because nothing has been scanned, not because nothing has been sent. Neither outcome is evidence of loss, and neither one starts a claim.

The split between who to ask is consistent across operators. The seller owns the number and can reissue or correct it, and the seller is the only party who can act when a parcel never reached the carrier at all. The carrier owns the scans and the retention window, and can search on internal references that the public tracker does not expose. A number that has been searched correctly, on the right operator's site, more than 24 hours after dispatch, and still returns nothing, is a question for whoever printed the label.
