Paraguay Post Tracking
Paraguay Post, the trading name of the Dirección Nacional de Correos del Paraguay (Dinacopa), is the state postal operator and the last-mile courier that Temu uses to reach every buyer in the country. Paraguay Post tracking runs on two separate systems: a domestic lookup on the operator's own server and the Universal Postal Union Global Track and Trace tool for cross-border items. The post carries roughly 25,000 inbound postal pieces a month from China and processed about 4,250,000 items across 2025, working from 143 agencies nationwide. It also runs Dinacopa Box, a Miami mail-forwarding address that charges USD 21 per kilogram, and Exporta Fácil, the only logistics channel Paraguayan micro-exporters can use to ship up to 20 kg abroad.
Paraguay Post Tracking Number Format
An international Paraguay Post tracking number is 13 characters long: two letters, nine digits, then the ISO country code PY. This is the Universal Postal Union S10 standard that every designated operator shares, so an item posted in Asunción reads like EE123456789PY, while a parcel bought in China arrives ending in CN rather than PY. Dinacopa confirms it "utiliza el código S10 de 13 dígitos alfanuméricos para garantizar la trazabilidad" (it uses the 13-digit alphanumeric S10 code to guarantee traceability) of international shipments.
The two leading letters mark the S10 product range. EE denotes an EMS express item, CP a postal parcel (encomienda), and RR a registered item (certificado). The trailing letters are the country of the post that created the label, not the destination, which is why an inbound purchase keeps its origin code for the entire journey and never converts to a PY number.
Domestic shipments are different. The operator's national tracker accepts the internal shipment code (código de envío) printed on the counter receipt, which does not always follow the S10 pattern. The identifier terms used locally are número de seguimiento and código de rastreo; on customs paperwork it is the item identifier tied to the CN22 or CN23 declaration.
Where to Find Paraguay Post Tracking Number
The number is generated at the counter where the item is posted, so an inbound parcel carries the sending country's identifier rather than a Paraguayan one.
- The counter receipt issued by a Dinacopa agency at the moment of posting.
- The adhesive S10 barcode label on the parcel or on a registered letter.
- The shipping confirmation email from an overseas seller, for an item traveling to Paraguay through the origin country's post.
- The Temu order screen, which shows the tracking reference once the parcel is anchored to Dinacopa for last-mile delivery.
- The Dinacopa Box account, for a purchase routed through the Miami forwarding address.
- The customs notice, which quotes the item identifier used to release the parcel from the postal deposit.
A shop's order number is not a postal tracking number and returns nothing in the lookup. Paraguay has a postal code system run through the national code registry, but the tracker depends on the item identifier, never on the postcode.
Paraguay Post Tracking Number Example
The formats below are the ones the operator's systems accept. Dinacopa publishes no prefix-to-service key of its own, so the third column describes where each pattern is seen rather than asserting a guaranteed service behind it.
| Format / pattern | Typical length | What it indicates and where it is seen |
|---|---|---|
| EE999999999PY, e.g. EE123456789PY | 13 characters | An EMS express item posted in Paraguay. The E series is the S10 range for Express Mail Service, tracked end to end via the UPU network. |
| CP999999999PY, e.g. CP123456789PY | 13 characters | A postal parcel (encomienda) posted in Paraguay for an international destination. The C series is the S10 range for parcel post. |
| RR999999999PY, e.g. RR123456789PY | 13 characters | A registered item (envío certificado). Registered mail carries indemnity against loss; ordinary letters do not. |
| AA999999999XX, ending CN, US, ES and similar | 13 characters | An inbound item. The final two letters are the origin country, never PY. Most parcels arriving from online purchases look like this. |
| Internal domestic code on the counter receipt | varies | A national shipment entered into the operator's own tracker at apps.correoparaguayo.gov.py, not the UPU S10 tool. |
The ninth digit of an S10 code is a check digit calculated from the eight before it, so a single mistyped character makes a lookup fail outright rather than return the wrong parcel. Spaces and hyphens are not part of the identifier: the code is entered as 13 unbroken characters.
Paraguay Post Tracking Status Guide
Paraguay Post updates events at fixed handling points rather than continuously, and cross-border items are written first by the origin post and only later by Dinacopa. The operator runs two lookups: the domestic tracker at apps.correoparaguayo.gov.py and the Universal Postal Union Global Track and Trace tool embedded on the Internacional page for items crossing a border. Both were reachable and returning structured results when checked in July 2026.
| Status | Description |
|---|---|
| Admitted (admitido) | The item has been taken in at a Dinacopa agency and the identifier is live. Nothing appears before this scan, which is why a seller's number can return no result for days. |
| In transit (en tránsito) | Moving between the office of posting and the next handling point. Domestic legs to interior departments normally sit here for one to three days. |
| At the office of exchange (oficina de cambio) | The item has reached the international gateway in Asunción where outbound mail is bagged. Paraguay is landlocked, so all international postal traffic leaves and enters by air or by road. |
| Departed the country | An outbound item has left Paraguay for the destination country. Dinacopa's transit estimates start counting from this event, not from the day of posting. |
| Arrived at destination country | The destination post has received the item and takes over the scans. The event language changes here because a different operator generates them. |
| Held for customs (en aduana) | An inbound item is with the customs authority at the airport deposit. It moves only once the postal clearance is confirmed or the tax is settled. |
| Released by customs | Clearance is complete and the parcel re-enters the postal network for delivery or agency collection. |
| Out for delivery or available at the agency | Either being carried out for home delivery, or waiting at a Dinacopa agency counter. Heavier inbound parcels are collected at the nearest agency. |
| Delivery attempted | An address delivery failed. The item returns to the agency and waits there for collection or a second attempt. |
| Delivered (entregado) | Handed over with a proof-of-delivery record kept by the operator. |
| Returned to sender | Uncollected or undeliverable, and sent back to the sender or the origin country once the customs notice deadline lapses. |
Why Paraguay Post Tracking Is Not Updating or Not Working
Reports of Paraguay Post tracking not updating almost always resolve to one of the causes below rather than to a lost parcel.
Awaiting the first scan. A label is not a parcel. No event exists until the item is physically admitted at a Dinacopa counter, so a freshly issued number returns no information rather than an error, sometimes for several days.
The number was never Paraguayan. An inbound purchase keeps the origin post's identifier, ending in CN, US or ES, and shows Paraguayan events only once the item reaches the country. Before that, the domestic tracker legitimately returns nothing, and the search belongs in the UPU Global Track and Trace tool instead.
Wrong tracker for the item. The domestic system and the international UPU tool are separate. A cross-border code entered into the national lookup, or a purely domestic code entered into the UPU tool, returns no result even though the parcel is fine.
Held in customs control. Inbound e-commerce parcels, Temu shipments in particular, are checked box by box at the postal deposit before release, and the record shows no new event while that verification runs. High-volume arrivals routinely add several days at this stage.
In transit between scans. The network updates at handling points, not continuously, so a domestic leg to an interior department or an international air leg can pass with no scan. A multi-day gap on a network this size is ordinary and is not evidence of a problem.
The item is ordinary mail. Untracked letters and printed matter carry no barcode and generate no events. Where the sender did not pay for a registered or EMS service, there is nothing to track and no system fault is involved.
Genuinely delayed or lost. The sender is the first point of contact, because the postal contract is with whoever posted the item. A claim can then be raised with Dinacopa's postal security office, which processed 4,696 claims in one recent quarter, on (+595 21) 450-398.
Services and Delivery Times Compared
Paraguay Post runs a small set of tracked products alongside its untracked letter mail, with weight limits drawn from the operator's own service pages and the Universal Postal Union framework.
| Service | Weight limit | Quoted time | Coverage and tracking |
|---|---|---|---|
| EMS (Express Mail Service) | Up to 20 kg | Fastest postal option; international timing from the day the item leaves Paraguay | The fastest postal service, tracked end to end via the UPU network with delivery confirmation |
| Encomienda Postal Internacional | 3 kg to 20 kg | Varies by destination | Registered parcels with commercial goods; requires CN23 and CP71 forms. Tracked |
| Pequeños Paquetes (small packets) | Up to 2 kg | Varies by destination | Personal, non-commercial items; requires the CN22 declaration. Tracked when registered |
| Carta certificada (registered letter) | Up to 2 kg (5 kg between administrations) | Varies by destination | Closed correspondence with a barcode and indemnity against loss |
| Exporta Fácil | Up to 20 kg | 11 to 15 business days once airborne | Micro-enterprise exports up to USD 2,500 per shipment, worldwide. Tracked |
| Dinacopa Box | Priced per kg | 5 to 7 days after Miami processing | Miami-to-Paraguay forwarding at USD 21 per kilogram, home delivery. Tracked |
All of these figures are the operator's own estimates rather than guarantees, and the international clocks count from the day an item leaves Paraguay, not the day it is posted.
Delivery and Transit Times
Exporta Fácil is quoted at 11 to 15 business days from the moment the parcel is airborne, and Dinacopa Box at 5 to 7 days after the Miami office processes an item that a carrier has confirmed delivered there. Both clocks exclude the time a purchase spends reaching the gateway or clearing customs, so the true end-to-end wait runs longer than the headline band.
Domestically, the network reaches Asunción and the 17 departments through 143 agencies, and inbound parcels over 350 grams are held for collection at the nearest agency rather than delivered to the door. Free home delivery applies to inbound items up to 350 grams under a UPU agreement, a genuinely distinctive social service: Dinacopa states that "las personas reciben paquetes de hasta 350 gramos en su domicilio totalmente gratis" (people receive parcels of up to 350 grams at their home completely free).
For inbound e-commerce there is no end-to-end commitment at all, because the origin post, the airline and the customs authority each control a leg the operator does not. Temu's own portal quotes delivery of up to five days in the capital and around eight days for Central and the interior once the last mile is released, and customs verification of high-volume arrivals can extend that further.
Buying From Abroad Through Dinacopa Box and the Convencional Service
Paraguay Post offers two distinct ways to receive an overseas purchase, and they behave very differently in tracking. The operator's operations director framed the choice plainly: shoppers "tienen dos opciones para recibir las mercaderías: utilizar el servicio de Dinacopa Box o el servicio convencional si es que no existe apuro" (they have two options for receiving the goods: use the Dinacopa Box service, or the conventional service if there is no rush).
Dinacopa Box gives the buyer a Miami street address (1375 NW 129th Ave, Miami, Florida) with no membership fee, consolidates purchases, and forwards them to any address in Paraguay at USD 21 per kilogram, with delivery quoted at 5 to 7 days after the Miami office processes the parcel. The convencional route is the ordinary international postal channel: slower, cheaper, and the one that carries the small-value parcels most Paraguayans buy from Chinese marketplaces.
Paraguay is a landlocked country wedged between Argentina, Brazil and Bolivia, and Ciudad del Este on the tri-border with Brazil is one of the largest duty-free trade hubs in the Americas. A great deal of what Paraguayans import physically crosses the Friendship Bridge from Foz do Iguaçu rather than moving through the postal network, which is part of why the post's own parcel volumes stay modest relative to the country's total imports.
Which Countries Does Paraguay Post Deliver To?
Paraguay Post international tracking reaches 192 destinations, the full membership of the Universal Postal Union, because Dinacopa is Paraguay's designated operator within it. Paraguay has belonged to the UPU since 1 July 1881, one of the earliest members in South America, and also sits in the Unión Postal de las Américas, España y Portugal (UPAEP). At the UPU's 28th Congress in Dubai the country was elected, by 94 votes, to the Postal Operations Council.
Domestically the network covers Asunción and all 17 departments through 143 agencies, a modest footprint that is the single biggest practical limit on what the operator can carry. Between 6,000 and 7,000 parcels a month are sent abroad, against roughly 25,000 inbound pieces a month from China alone.
Internationally, an item is flown or driven out of Paraguay, handed to the destination country's own post, and delivered by that operator, which feeds its scans back through the UPU system under the same 13-character number. The reverse applies to anything arriving.
- Domestic: Asunción and the 17 departments, through 143 agencies.
- South America: Paraguay's neighbours, with items to Buenos Aires handed to Correo Argentino, to Brazil to Correios, and to La Paz to Bolivia Post, plus Chile, Peru and Uruguay.
- North America: the United States, the main market for Dinacopa Box forwarding, plus Canada and Mexico.
- Europe: Spain and Uruguay are the two origins wired for Correo Giros money transfers, alongside Germany, France and Italy for parcels.
- Asia Pacific: China, which sends far more into Paraguay than it receives, plus South Korea and Japan.
Cross-Border Customs and International Handoff
Every inbound postal item is cleared under Resolución DNA 129/18, the customs rule that governs the international postal-shipment regime (Régimen de Envío Postal Internacional) in force since 1 May 2018. It sets three simplified clearance tiers by declared value: EPI 1 for goods up to USD 200 FOB, EPI 2 for the band above USD 200 up to USD 1,000, and EPI 3 up to USD 1,000 with an optional customs broker.
"Los envíos de mercaderías con valor de hasta 200 U$S FOB que tengan carácter ocasional ... serán tramitados y desaduanados a través del Despacho de Importación Simplificado EPI 1 y estará exento del impuesto aduanero ... debiendo pagar el Impuesto al Valor Agregado (IVA)." In English: goods worth up to USD 200 FOB and of an occasional nature are processed and cleared through the EPI 1 Simplified Import Dispatch and are exempt from customs duty, though Value Added Tax (IVA) is still payable. (Resolución DNA 129/18, Art. 16, Dirección Nacional de Aduanas, 2018.)
| Tier | Declared value (FOB) | Treatment |
|---|---|---|
| EPI 1 | Up to USD 200 | Exempt from customs duty; VAT (IVA) and any internal taxes still apply. Gifts fall here. |
| EPI 2 | Over USD 200 to USD 1,000 | Customs duty payable before release. |
| EPI 3 | Up to USD 1,000, optional broker | Same value ceiling, cleared with a customs broker (despachante de aduanas). |
A recipient can retrieve low-value items themselves through gestión directa, but only up to USD 200 FOB per person per calendar month, above which a full simplified dispatch is required. The CN22 declaration covers gifts, documents and samples without commercial value; the CN23 declaration covers anything with commercial value. Parcels above 20 kg fall outside the postal regime entirely. Anything requiring a prior licence, and objects prohibited under the UPU Convention, are excluded.
Marketplace Collaborations
Paraguay Post is the officially designated last-mile operator for Temu in Paraguay, anchored inside the Temu portal so that every order shipped into the country lands at Dinacopa's processing centre before local delivery. This is the operator's most consequential commercial tie: Temu shipments dominated a recent quarter's claims, at 2,561 of 4,696, and the customs check applied to those high-volume arrivals is the usual reason an "arrived in country" Temu parcel then waits days for release.
AliExpress and Shein parcels reach Paraguay on the same inbound postal route, arriving under the origin post's S10 number that ends in CN and becoming visible on the Paraguayan side only after customs release. Because these are commercial senders, their parcels are cleared under the EPI tiers rather than treated as gifts. For anything time-critical or higher in value, the practical market runs on private couriers and on the Ciudad del Este trade rather than the post, which keeps Paraguay Post positioned as the low-cost channel for letters, documents and small personal parcels.
About Paraguay Post
Paraguay Post is the Dirección Nacional de Correos del Paraguay (Dinacopa), created by Ley N° 4016 promulgated on 14 July 2010 as a "persona jurídica de derecho público, con carácter autárquico y patrimonio propio" (a public-law legal entity, autonomous and with its own assets). It replaced the former Dirección de Correos that had operated under the Ministry of Public Works and Communications, and it is the state's designated operator for the Universal Postal Service.
By law the operator holds an exclusive reserve over "la recepción, admisión, clasificación, procesamiento, transporte, distribución y entrega en todo el territorio nacional de correspondencia, certificada o no, siempre que su peso sea igual o inferior a 100 (cien) gramos" (the receipt, admission, sorting, processing, transport, distribution and delivery, throughout the national territory, of correspondence, registered or not, weighing 100 grams or less). It trades under the names El Correo, Correo Paraguayo and Correo Oficial, and the older acronym DINACOPA remains in wide use.
Postal service in Paraguay long predates the agency: the country joined the Universal Postal Union on 1 July 1881 and belongs to both the UPU and UPAEP. Today the operator works from 143 agencies across the 17 departments, processed about 4,250,000 postal pieces in 2025, delivered 2,911,536 school kits for the Ministry of Education that year, and is Temu's designated last-mile partner. Its head office is at Presidente Franco N° 982 in Asunción, reachable on (+595 21) 450-398.
Paraguay Post Common Questions:
How do I track a Paraguay Post shipment?
For a domestic item, enter the shipment code from the counter receipt in the national tracker at apps.correoparaguayo.gov.py. For a cross-border item, use the Universal Postal Union Global Track and Trace tool linked from the Internacional page of correoparaguayo.gov.py, entering the 13-character S10 number that ends in PY for outbound mail or in the origin country's code for inbound mail. The Correo Paraguayo mobile app, on Android and iOS, tracks certified, EMS and Exporta Fácil items.
What does a Paraguay Post tracking number look like?
An international number is 13 characters: two letters, nine digits, then PY, for example EE123456789PY. EE is EMS, CP a parcel and RR a registered item. A parcel bought abroad keeps the sending country's code instead of PY. Domestic items use the internal code printed on the counter receipt, which does not always follow the S10 pattern.
Is Paraguay Post tracking down?
Both trackers were live and returning results when checked in July 2026. If a lookup fails, the usual cause is using the wrong tool: domestic codes go into apps.correoparaguayo.gov.py, and cross-border S10 numbers go into the UPU Global Track and Trace tool. A freshly issued number also shows nothing until the item is scanned in.
Why is my Paraguay Post tracking not updating?
The network scans at handling points, not continuously, so gaps of a few days are normal. An inbound purchase shows Paraguayan events only after it reaches the country and clears customs. Temu and other e-commerce parcels are checked box by box at the postal deposit, and no new event appears while that verification runs.
My Temu parcel says it arrived in the country but has not been delivered. Why?
Paraguay Post is Temu's designated last-mile operator, so orders land at Dinacopa's processing centre and are held while customs verify them. Delivery is quoted at up to five days in Asunción and around eight days for Central and the interior once the last mile is released, and high-volume arrivals can add several more days at the customs stage.
How long does an inbound parcel from China take?
There is no fixed end-to-end time, because the origin post, the airline and Paraguayan customs each control a leg. Small parcels sent by the convencional postal route commonly take several weeks; Dinacopa Box forwarding from Miami is quoted at 5 to 7 days after the Miami office processes the item.
What is Dinacopa Box?
Dinacopa Box is Paraguay Post's mail-forwarding service. It gives you a Miami address (1375 NW 129th Ave, Miami, Florida) with no membership fee, then ships purchases to any address in Paraguay at USD 21 per kilogram, delivered to the door in a quoted 5 to 7 days after Miami processing.
Do I pay tax on a parcel from abroad?
Under Resolución DNA 129/18, items up to USD 200 FOB are exempt from customs duty but still pay VAT (IVA). Items above USD 200 up to USD 1,000 are cleared under the EPI 2 or EPI 3 simplified dispatch with duty payable. You can collect low-value items yourself (gestión directa) only up to USD 200 FOB per person per calendar month.
What is Exporta Fácil?
Exporta Fácil is the simplified export channel for Paraguayan micro and small enterprises, and Paraguay Post is its sole logistics operator. It ships packages up to 20 kg with a value of up to USD 2,500 per shipment, worldwide, with delivery quoted at 11 to 15 business days once the parcel is airborne. Registration is online at exportafacil.vue.gov.py.
Where do I find the tracking number?
It is on the counter receipt for an item posted in Paraguay, on the S10 barcode label of the parcel, in an overseas seller's shipping confirmation email, on the Temu order screen, or in the Dinacopa Box account. A shop's order number is not a tracking number and returns nothing.
What weight can Paraguay Post deliver to my door for free?
Inbound postal items up to 350 grams are delivered to the address free of charge under a UPU agreement. Heavier parcels generate a notice to collect the item at the nearest of the 143 Dinacopa agencies.
Which countries does Paraguay Post reach?
Through the Universal Postal Union, Paraguay Post reaches 192 destinations. Being landlocked, every international item moves by air or road: outbound mail is handed to the destination country's post, and for neighbours that means Correo Argentino, Correios in Brazil, and Bolivia Post, which complete final delivery and feed their scans back under the same S10 number.
How do I file a claim for a lost or damaged item?
Contact the sender first, since the postal contract is with whoever posted the item. A claim can then be raised with Dinacopa's postal security office (Asesoría de Seguridad Postal), which handles claims by WhatsApp, email and form, on (+595 21) 450-398. Only registered, EMS and insured services carry indemnity; ordinary mail does not.
What is the Paraguay Post customer service number?
The main line is (+595 21) 450-398, and the operator also lists (595 21) 498-112/16 for the postal offices. The head office is at Presidente Franco N° 982 in Asunción. The Correo Paraguayo mobile app also carries an interactive chat for shipment queries.
Is Paraguay Post the same as DINACOPA and Correo Paraguayo?
Yes. Paraguay Post is the Dirección Nacional de Correos del Paraguay, created by Ley 4016/10, and it trades as El Correo, Correo Paraguayo and Correo Oficial. DINACOPA is the older acronym still widely used. All refer to the same designated postal operator.
